大营镇位于河北省枣强县南部，北依京津，东临渤海，西靠太行，京九铁路纵贯全境，并设有客站、货场，每天停靠直快列车1 2对，邢德公路、衡清公路在此十字交汇，交通十分便利。皮毛加工历史悠久，可追溯到商朝末年，当时的丞相比干发明了制裘工艺，至今已有3000多年的历史，是中国皮毛加工业的发祥地，素有“天下裘都”之称。

改革开放以来，特别是近几年，皮毛业有了快速发展，全镇拥有固定资产投资百万元以上的企业168个，500万元以上的企业14个，千万元以上的企业5个，加工企业和摊点达到14000多家，从业人员15万人，社会贸易额近40亿元人民币，经营品种包括生皮、熟皮、半成品、裘皮服装、裘皮饰品、剪绒、工艺品等七大系列2000多个品种，产品远销俄罗斯、欧美、日本、东南亚、韩国等40多个国家和地区。皮毛加工业已辐射到周边5市县500多个村庄，形成了以大营为中心，方圆百里的经济圈。2002年，大营镇被定为国家级综合改革试点镇。

大营皮毛工业区，座落在这座具有丰厚裘皮文化底蕴的城区东侧，规划面积3平方公里，由青岛北洋设计院设计，现已建成面积达1．5平方公里，实现了水、电、路、讯等六通一平，进区企业已达60多家，其中，投资千万元以上的企业4家，500万元以上的企业11家，总投资达2．4亿元，吸引了北京、石家庄、大连和秦皇岛等一大批外地企业。目前，土耳其、英国等其它国家和地区的客商纷纷来营考察投资建厂。工业区已成为贤达志士投资的热土、淘金的宝地、施展才华的大舞台。 

为适应国际、国内经济的新形势，大营镇政府决定再扩征用地l500亩，满足广大投资者进区的需求，加快工业区的绿化、美化工程，提高园区的对外形象，把工业区真正建成对外开放的窗口、招商引资的载体、行业腾飞的基地。

为加快皮毛工业区的建设和发展，对进区企业实行优惠政策，凡在工业区内搞经营的业户：l、新建企业，国、地税地方留成部分连续三年由县财政全部奖励给企业，用于支持企业发展。2、企业高级管理人员和聘任的专业技术人员，应纳个人所得税连续5年先征后退。3、鼓励产品出口，对出口创汇的高新技术产品实行增值税零税率，其他税全免。4、入城企业需征地的，减免相关费用，耕地占用税、土地出让金除上缴国家部分外，其余一律先征后退。

Brief introduciton of Daying Fur Industry

Daying Town is located to the south of Zaoqiang County of Hebei Province, Beijing and Tianjin lie to the north,the Bohai Sea to the east and the Taihang Mountain to the west. The Beijing-Kowloon railway runs through the town . It is state key reform esperimental town"decided by the State Council. It is the seedbed of fur process, named by"the Capital of Fur in The World"with a centuries-old history and excellent reputation. It has mors than 3000 years since Bigan,the prime minister of Shang Dynasty, creat the puocess of fur . At present, Daying has became the base of fur manufacture, process and collect in China

Daying fur has seven series and over 2000 kinds including raw fur,dressed fur , semi-finished products, fur garments, fur decorations, shearing skins, handicrafts, Since Reform and open especially the recent years,China Daying Intematiomal Fur Tuade Fair ceremoniously held once a year,  try with Daying as center radiate to 5 counties and over 500 villages.
